Knowledge(Local) has been one of those skills that has never quite made sense to me. It seems like a skill that should be limited to a certain area, since you'd be likely to know all about the town you're originally from, but you wouldn't know anything about a new kingdom you come to. This would mean that Knowledge Local is pretty useless unless you happen to stay around the same city for the campaign.

The other option is that Knowledge Local gives you some sort of clairvoyant knowledge about any city you enter. In which case the skill is absolutely broken.

It could also mean that you're remembering common knowledge about that area and you're specifically recalling info about the city you're currently in instead of other ones (hence 'local'). You could've heard about the city from other travelers or however news is shared in that time period. For example, I've never been to St. Louis, but I know there's a big archway built there symbolizing the entry to the west.

That's actually a good way to think of it. Though I think it, like all the other knowledge skills, aren't as nuanced as I would sometimes like. For example I've had characters who would know tons about dragons, but not much about trolls, but you'd use the same modifiers for a roll on either of those things.

But I guess that's a necessary simplification of the rules. Considering how complicated grapple rules can get I can only imagine it would get worse if you tried to make skill checks more variable.
